State Emergency Law Sparked by NIU Shooting

CHAMPAIGN, Ill. (AP) — Public college and university campuses across the country are required by federal law to have a plan in place to deal with massacres like this month’s shooting that killed nine students at a community college in southern Oregon.

Illinois has its own state law that goes further by including private schools.

It was created after a former student killed five people and then himself at Northern Illinois University in 2008.

Under the law, schools must file their plans with the state and practice them but they don’t have to share plans with students.

Lt. Todd Short with the University of Illinois Police Department says it’s more effective to share with instructors because students frequently move from building to building.
