
Construction is scheduled to begin this summer on a new $6 million medical clinic, but first Graham Health System is seeking several zoning changes to the proposed site on the north side of Galesburg.
Canton-based Graham Health System announced in January plans to build a new 13,672 square foot outpatient clinic on a portion of the 36 acres it acquired at 2300 N. Seminary St. The new facility will house primary care, multiple specialty practices, as well as laboratory and imaging services. The proposed opening of the clinic is July of 2024.
On April 25, the Galesburg Planning and Zoning commission will consider what Graham calls necessary modification to the pre-annexation agreement along with a change to the zoning of the south portion of the property.
According to Galesburg Director of Community Development Steve Gugliotta, the property was annexed into the city in 2014, under a preannexation agreement. At that time, it was assumed a residential development might be done on the south end of the lot.
The preannexation agreement had specific locations where vehicular access would be allowed along both Carl Sandburg Drive and North Seminary Street. In this situation, Graham is asking that one of the allowed access points be changed from 1,425 feet from the centerline of East Carl Sandburg Drive to 1,568 feet from the centerline of East Carl Sandburg Drive — essentially moving the access about 143 feet to the south). Instead of a cul-de-sac, the proposed entrance will be a drive to the Graham Clinic.
The second item under consideration will be a zoning amendment. The south end of this lot is currently zoned R1C, Single Family. While the R1C zoning district does allow for a clinic, there is a condition that the lot be less than 5 acres and the proposed area Graham will use will be 7.682 acres. Due to this, they are seeking a zoning amendment to go to an Institutional Zoning District.

The city’s Development Review Committee members reviewed the proposed amendments to the preannexation agreement and zoning amendment during their April 5 meeting and recommend approval.
It is anticipated the items will go to the City Council for consideration at its May 1 and 15 meetings.
According to drawings submitted to the city, the outpatient clinic will face east toward Seminary Street on the far southeast portion of the property. A large parking would be be in front of the clinic. Drawings also show a large structure marked as “future” that is connected to the rear of the proposed clinic.
On Jan. 4, Graham Health System purchased the approximately 40 acres of land near the intersection of North Seminary Street and Carl Sandburg Drive. Most recently utilized as farm land, the large tract spans from Burger King south to the Circle Drive subdivision, and west to houses that face Broad Street. The purchase price of land was $5,175,000.
Graham has acquired three Galesburg properties in the last year, all of which touch Seminary Street. Graham Medical Group’s Convenient Care clinic in Galesburg opened Sept. 6, 2022, at 1174 N. Seminary St. in the former Hayden Chiropractic Clinic.
The Canton-based health group acquired the vacant former Medical Arts Clinic at 387 E. Grove St. on Jan. 18. Remodeling continues on that building, which will be known as the GMG Galesburg Clinic. It is scheduled to open to patients “sometime later in the second quarter” according to a Graham spokesperson.
