County files response to abuse lawsuit against Mary Davis Home

It approved a budget for it; but for the most part, Knox County is denying most of the allegations made against it in a federal class-action lawsuit regarding the Knox County Mary Davis Home.

That’s the short version of the county’s response to allegations filed by the American Civil Liberties Union on behalf of at least two juveniles who have been in the home.

It accuses the home, the county, the 9th Circuit Chief Judge, and the home’s administrators of using such things as strip searches, 23 and a half hours of solitary confinement, lights on almost all the time, and inadequate meal practices against the home.

In responses filed by the county, it says it has no oversight or supervisory authority over the home, denying, as the suit claims, that the juveniles held there are under the county’s care.

It also says it has no role over the practices at the home.

The county admits to servicing the home’s debt, providing equipment and supplies, and hiring independent contractors for facility repairs and health care, but otherwise has nothing to do with the home.
